The vanes are alternately dark and light in colour.  This causes them to absorb or reflect heat from the sun unevenly, which results in the arms starting to turn.

The stronger the light, the more energy there is, and the faster the arms spin.

Stand the radiometer on a windowsill to show you how strong the sun is, or use it to demonstrate scientific principles to your kids.  Great for devising your own experiments, too.
